Provinces of Ireland 2019 source files

Current provinces layer using the 2019 OSI statutory province geometry. The boundaries match the 1955/enriched province layer, so the MapLibre layer reuses that converted geometry to retain the Irish province-name field (CUIGE) instead of dropping the translation.
